Ray Chalupsky has specialized in government contracting
for over 35 years. He began his career in the federal
government where he developed expertise in contracting
for shipbuilding, research and development and information
technology. After his federal career, he focused on
contracts at several companies including Science Applications
International Corporation and AT&T. His current
position includes responsibility for all contracts
for county departments other than Health and Human
Services. In this position he supports such diverse
county departments as the District Attorney, Treasurer
Tax Collector, Assessor/Recorder, Sheriff, Probation,
County Library, Public Works, The Air Pollution Control
District, Parks and Recreation, Environmental Health
and the First 5 Commission . He has taught Contract
Management at the national level in seminars for the
National Contract Management Association and at the
local level through San Diego State University. He
is a Certified Professional Contract Manager and a
Fellow of the National Contract Management Association.
