Salary Range: $3,533- $4,768/month

| Responsibilities |
- Monitors changes in staff and line department
needs and adjusts systems accordingly.
- Monitors the changes in industry and technology
and matches them against current and changing
departmental needs. Monitors the impact of technology
changes on the County.
- Works closely with, and is responsible to, the
Purchasing Director.
- Performs other related duties as required
- Assigns, directs and evaluates the work of other
assigned buyers and support staff. May, to some
extent, perform parts of all the work described
in
lower classifications.
- Works on a regular basis with key personnel
and elected officials and department heads and
assists in assessing their needs. Designs systems
and contracts to respond to these needs and implements
and manages those systems and contracts. Trains
the purchasing staff and personnel from other
departments.
- Manages advanced and complex projects, supply
management and service agreements
- Assists in the implementation and oversight
of the procurement system module and manages the
day to day activities of the procurement system.
- Develops training materials and subject matter
and trains the purchasing staff and personnel
from other departments on using the procurement
system.

| Requirements |
- Bachelor’s degree involving major studies
in business, public administration, purchasing
or accounting and five (5) years experience in
public
(Government/Military) or private sector
purchasing which includes at least two (2) years
in a supervisory or lead position. Additional
experience as a purchaser may be substituted on
a year-for-year basis for education. Prefer CPPO
(Certified Public Procurement Officer), NIGP
(National Institute of Governmental Purchasing),
C.P.M. (Certified Purchasing Manager), ISM
(Institute of Supply Management) or other similar
or greater level of procurement or procurement
related certification.
- Substantial knowledge of:
• contracts, contract and supply management
and public works
construction projects.
Knowledge of:
• all of the principals involved in purchasing,
contract management
and the environment in which it functions, including
the procurement of public works construction projects.
- supervisory principles and practices.
Ability to:
• coordinate closely with top administrators
and staff of other
departments.
• lead them through complex problems and
identify simple reasonable
solutions that satisfy their department, purchasing,
and the
overall county accounting requirements.
• develop training materials and subject
matter and train the staff of
purchasing and other departments.
• communicate effectively both orally and
in writing.
• develop and maintain effective relationships
with department staff, department heads, elected
officials, representatives of outside agencies
and the general public.
• use appropriate office equipment including
personal computer and related software.
