Purchasing and Subcontract Administrator

Position Overview

Responsible for performing purchasing and subcontract administration functions, oversee and manage the receiving function, support controller with international equipment licensing requirements and provide for facility and office equipment services maintenance.

 

Responsibilities DESSENTIAL DUTIES AND RESPONSIBILITIES
  • Purchasing: Prepare purchase orders and maintain purchase order records. Receive authorized requisitions. Locate materials and services. Source suppliers as necessary. Place orders with suppliers. Negotiate with suppliers and shop the marketplace to lower costs. Qualify new vendors and conduct ongoing evaluation of vendor performance. Develop and utilize purchasing terms and conditions. Maintain approved vendor list. Buy from small business suppliers when appropriate. Maintain compliance with QHSE procedures and contractual requirements. Provide proposal support by obtaining quotes for anticipated goods and services. Provide audit support as necessary.
  • Subcontracts Administration: Provide subcontractors solicitation information for requests for proposals. Receive subcontractor proposals and participate in evaluation of proposals. Prepare subcontracts with appropriate clause. Maintain subcontract records. Operate and maintain the small business subcontracting program and prepare subcontracting plans. Perform small business outreach functions. Maintain compliance with QHSE procedures and contractual requirements. Provide audit support as necessary.
  • Receiving and warehouse: Oversee the receiving function
  • Import/Export: Provide technical and administrative support to Controller regarding licensing of equipment used internationally.
  • Facility services: Arrange for and oversee services related to the operations and maintenance of the San Diego facilities, vehicles and office equipment. Provision of office and computer supplies. Support QHSE facility related requirements as necessary.

EXPECTATIONS

  • Perform purchasing functions with minimal supervision.
  • Evaluation of materials and services needed and source suppliers with minimal supervision.
  • Thorough understanding of commercial and US Government purchasing and subcontracting requirements.
  • Well organized and able to work in a fast paced environment.

EDUCATION and/or EXPERIENCE

  • BA in Business Administration or similar field.
  • Five years experience as a purchasing agent in a government and commercial services organization.
  • Five years experience as subcontracts administrator in a government and commercial services organization. Experience with government subcontract terms and conditions and small business programs. Knowledge of Federal Acquisition Regulation (FAR) and related.
  • Experience with Deltek purchasing software or similar.
  • Knowledge of import/export customs regulations a plus.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Driver's license with acceptable motor vehicle record is required.

COMPUTER SKILLS

  • Must be experienced in the operation of:
    • Windows Vista operating systems
    • MS Office (Word, Excel, Access, e-mail)
    • Deltek Vision purchasing software or similar
    • Internet software

LANGUAGE AND COMMUNICATION SKILLS

Excellent written, verbal, and interpersonal skills. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information orally and respond to questions from groups of managers, clients, customers, and the general public. Ability to present ideas and technical information in a clear and concise manner, and to listen with attention.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
