OCSD is currently looking to fill the role of a Contracts Supervisor.

 

Responsibilities This position will function as an important member of OCSD’s leadership team. In so doing, this person will provide leadership, vision, and guidance to the Contracts, Purchasing, & Materials Management Division and other District staff in accordance with the District’s Mission, Vision, Core Values, and Leadership Competencies.

Under general direction, supervises, assigns, reviews, and performs the work of staff responsible for providing engineering, public works, and other professional services contracts administration and activities; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility. Specifically, this person will act as District signatory for engineering, public works, and other professional services contracts; function as the liaison between Engineering, Purchasing and various Committees, as well as between the District and General Counsel on legal matters related to contracts; enforce District legal and policy provisions in the realm of complex engineering contracts; and provide first responder solution for legal advice on all matters pertaining to contracts. In addition, this individual will oversee the solicitation and contracts portion of the District’s federal grants program; recommend and assist in the implementation of goals and objectives; participate in addressing how contract policies and procedures affect operational issues and functions; coordinate with team members to develop and implement approved policies and procedures; and track contracts to ensure conformity to contract requirements. Other duties will include participating in the selection of assigned staff including, contract administrators and other assigned technical and clerical staff; providing or coordinating staff training; working with employees to correct deficiencies; implementing disciplinary procedures; and mentoring.

Requirements

The successful candidate will possess the equivalent of a Bachelor’s degree from an accredited college or university with major course work in Engineering, Contract Law, Business Administration or related field. A Masters Degree is highly desired. This position requires a minimum of seven years of increasingly responsible experience in the development and administration of a variety of contracts, particularly engineering and construction contracts, including two years of lead or supervisory experience. The ability to attend District Committee and Board meetings to provide expertise and explanation of contract issues is strongly desired. Detailed knowledge of pertinent federal, state, and local laws, codes, and regulations including Public Contract Code and the Uniform Commercial Code is required. The ability to communicate clearly, both verbally and in writing with technical staff such as engineers is required.
