| Responsibilities |
Supports
purchasing strategies in the development of major
IT/Telecommunication high-risk, high-dollar contracts
and conducts contract negotiations and drafts legal
terms and conditions for those contracts without managerial
supervision, but if necessary, in conjunction with
the Law Department. Manages or coordinates all contracting
related activities and processes associated with the
acquisition of IT/Telecom hardware, software and services
to support the operational needs of the company, including
RFP creation, proposal evaluation, contract negotiations,
contract drafting, and successful execution of subsequent
award, and implementation for IT/Telecommunication
clients. Prepares award recommendations to senior
management and project teams upon completion of RFP
evaluation. Structures contracts, in conjunction with
project managers and the Law Department where appropriate
as to pricing, statements of work and performance
measures. Identifies contractor alliance opportunities
and leads their development and implementation. Identifies
and implements opportunities to integrate additional
affiliates under the corporate umbrella of contracts,
and thereby improve corporate leverage. Trains internal
customers through ongoing contact in good sourcing
and contracting principles. Manages internal customer
relationship(s) at the senior management level to
optimize the value obtained from its business-line
unique procurements. Maintains emphasis on reliable
and efficient contractors, lowest overall cost, optimum
quality and availability, and contribution to the
supplier diversity goals. Ensures compliance with
company and departmental procedures, ethical and legal
business practices and lowest total cost procurement.

| Requirements |
A
bachelor's degree or equivalent course/seminar work
in negotiations, business mathematics, English composition,
computer science, economics, business law, general
business concepts, or related functions or equivalent
experience is required. Minimum 3 or more years
Supply Management/Purchasing experience in the information
technology and/or telecommunications industry, especially
involving complex system implementations and software
licensing. Must have a thorough understanding of
contracting principles and be skilled in contract
negotiation as well as associated contract terms,
conditions and analysis of risk and legal ramifications.
Must be able to develop, coordinate and control
multiple processes and or projects, achieving on
time contracting services to satisfy the operating
requirements. Must be able to work well within a
matrix organization and have strong leadership and
team building skills. Must demonstrate strong oral
and written communication skills to convey technical
information. Must have experience in effectively
establishing procurement strategies and decision
criteria. A valid California driver's license is
required.
